I need to connect a VGA dell monitor my Toshiba Laptop

HDMI is digital
VGA (the 15 pin connector) is analog.
If your connector has the digital to analog interface it should work, but likely it does not have that chip and thus will not work.

Your description of the problem tells me it may never work as you have it connected. Possibly it might be that the monitor is required to be powered on before the laptop is booted, but that only works in some cases.

I have also seen some work if a 2-step connector is used.
VGA to DVI connector, followed by DVI to HDMI connector.
DVI was the step toward digital that came before the HDMI standard was implemented and was only partially digital. DVI and VGA do not carry control signals nor audio. HDMI carries both those as well as the video.

YMMV but I think it would be cheaper and more efficient to actually purchase a monitor with a digital input (HDMI or DVI).
Without the digital/analog converter interface a digital output device (your laptop with HDMI out) can never operate an analog device (your Dell monitor with VGA input).

Came with 2 cables for attachment - on longer type with 2 sets of pins to middle and one side and another smaller with 2 rows of pins - problem is monitor has 2 places to attach but the smaller has 3 rows...

The monitor comes with DVI and VGA (DB15HD 3-ROW HIGH DENSITY) connectors. If your PC only have VGA (DB-15HD) output for the monitor, then you need to use VGA cable (DB-15HD Male to Male) for connection. Hope I explained clearly.

13pins "from the inside monitor" "to the VGA 15 pins connector

hai dear,
i checked your problem and found that you open the cover of monitor and you find the two jack of data cable in main pcb and neck card( 2 connector of data cable).plz you cut the connector of data cable and you will find 8 wires in connector.related red(invild extra ground),green(invild extra ground),blue(invild extra ground),black gnd, white, orange, gold(extra gnd) and now you cut the red wire, you will find two wires.so you refix the main red wire pin no-1 of connector and red gnd pin no-6,green main wire pin no-2 and green gnd pin no-7,main blue wire pin no-3 and blue gnd pin no-8.check for the horizental sync and vertical sync wire you should go in main pcb which invild the other connector. there is present in print, h- sync(two wire of h- sync main wire in pin no-13 and other pin no-5) and ver.-sync wire in pin no-14.first you will check the whose h-sync and vert-sync in color and now finally other wires will fix any pin of connector.

No 9 pin video socket

Most video cards use a 15 pin VGA connector.

There is also a 9 pin VGA connector, but they are a lot less common - I'm guessing this is what you have.

Is the video cable hard-wired into your monitor or is it connected via a plug? If it's a plug, is that a 15 or 9 pin? If it's a 15 pin, then all you need to do is buy a new 15-15pin VGA cable.

If it's hard-wired, you'll need to buy some sort of adapter. These are available and don't cost much either, but you might need to try a more specialist computer store to find one.

Hope this helps!
