It is the picture picture board on your monitor that is malfunctioning, since the power led or button is on, but blue shaded screen, it means the picture board of your monitor has developed fault.

replaced the memory with exact part number.if same problem exist ur system gone bad because u said that the 7805 failed(overvoltage) which is also the supply of system control. hope this help u...

sounds like your monitor has bad capacitors. When a monitor begins to overheat the capacitors may begin to burst or leak which will not do its job to hold electrical current sufficiently and cause the display to become blank.

solution 1 please replace the horizontal output transistor in near to line output solution 2 in case you changed the horizontal output when the problem not solved follow this. monitor line output transformer burned replace them its kept on monitor from mother board to connect thru picture tube. very carefully to change the part because its have a storings voltage capacity in heavy. solution 3 check the signal cable
