Can't get lid off of water and shampoo tank of a hoover steam vac

You can get the tank off the machine correct? Pull down on the black handle.

The lid is the black circular cap on top of the tank. It only moves a bout a quarter of a turn then pulls straight up. If it's still stuck run it under hot water to loosen up any residue buildup.

You probably have a solenoid valve which has failed and will not open. This will require replacement of the valve. For temporary use you can mix a soap solution and put it in the rinse tank. The correct mix is 5 ounces of Hoover shampoo to a gallon of hot water.

F7210-900 Steam Vac. will not put out water when switch is in wash position but it will put out water when the rinse position

There are two electrical solenoids inside the hood assembly. One opens to dispense rinse water, and the other dispenses the soap and water solution. It is likely that the soap and water solenoid has failed and will require replacement. A "work around" fix for this is to mix the soap solution in the clear water tank ( 5 oz. of shampoo per gallon of water ), and shampoo that way until the solenoid can be replaced.

Using my hoover steam vac tonight and too much water coming out. once it's turned on, water and shampoo continuously come out underneath until tanks are empty. looks to be leaking from left side bottom as...

make sure that you have filled everthing properly and the hoover steam is in a good condition. or check else is there any loose coonections in the bottom of the hoover, which makes the tank empty.
if the problem persists take it to service.

You didn't give a model number so I'll tell you both methods. The F5xxx and F6xxx models have a cap at the top of the clean water tank that doubles as a measuring cup. The cap is about 3 inches in diameter. Fill the cap to the fill line with shampoo and dump it in the tank. Then fill the tank with hot (Not Boiling) water.
The F7xxx series has a 2 section tank. The large section is for hot (Not Boiling) water. The smaller section is for shampoo. Fill the smaller section with shampoo and the Steam Vac will mix the water and shampoo for you in the proper proportion.

From your description, you have a problem with your one of the solenoids that may be stuck open. this would require a shop repair.

Hoover Steam Vac with Rinse

The bottom tank is for the dirty water, the top tank, it has a small tank attached to it for the shampoo, clear hot water goes in the bigger tank. Then turn it on, squeeze the trigger as you pull it backwards. It will spray and vacuum up at about the same time.

Problems with the Hoover Steam vac Heated carpet cleaner

This happens when the filter on the inside of the lid for the dirty water tank is pushed all of the way up. You need to leave a 1/4 in. gap from the top to the top of the filter.

Hoover F5906-900 Steam Vac

Make sure that that the lid for the dirty water tank is locked on to the bucket, the other is make sure that the filter on the inside of the lid is not all the way up, needs to be a gap 1/4 inch or so.
