This problem is typically found in the control board circuit. Probably the 1000MFD 16V Capacitor on the DC side of the PCB may be at fault. The Fix is to replace the capacitor which can be purchased at any Radio Shack for about $2.00. Procedure is to de-solder the the bad component and solder the replacement. This is a polarized component so pay attention the polarity when installing. Test the fix; Properly reinstall the PCB wiring, and Enjoy your Chilled Wine. Recardo.
I have the 12 bottle cooler (VT12-TEDi) which had the same problem. The vinotemp website has troubleshooting pdfs which walk you through what to check. Rico2010 is correct that this problem is typically an issue with the DC side of the board. Look at the capacitors to see if any have the top blown on them. Google this for pictures, but sometimes when a capacitor goes bad the perforated silver top of the capacitor will either be broken open or slightly bulged. This was the case with the 1000uF 16V capacitor on my board. It was not very easy to see at first since it was just a very slight bulge. I ordered replacements for all of the capacitors for a few $$$.
The board requires de-soldering and re-soldering a couple of wires to switch it out so replacing a capacitor requires no additional effort and is a lot cheaper. Good point by Rico2010 - this issue is probably one of the capacitors and very easy to fix.

The red indicator light on my Vinotemp is solid but green light is out. It stays in perpetual cooling mode and doesn't limit out. Any ideas what is going on here?
You may want to change out the control board on that unit... if the red and green lights are blinking it's a sign that the control board has blown a fuse, you should be able to purchase them from Vinotemp for $34.95.

Way to go Rico 2010. M/N VT12-TEDS. Symptom: Flashing red and green LED's, No display, No cooling, Clicking sound, Fan not running (slight oscillation but bare noticiable). Fix - Rico2010 hit it right on- change the cap.
I have a similar and exact problem...i have two PCBs (upper & lower), the upper red and green flashing fast, fans are trying to spin ( sml oscillation back a forth). The lower green flashing slowly and red is constant...? any ideas
