Fan wobble is not from balance but from uneven blade angle
if one blade is bent higher than the others or if one blade is twisted more than the other wobble will result
If you assembled the blades onto the fan motor
make sure that the mounting points are not hung up on the body ridge
next using a tape measure at one position measure the blade tips from the floor or ceiling and bend the other blades up or down until they are all the same distance
Hold the tape steady and turn the fan by hand
next at the same point measure the difference between the front and rear of a blade and make sure all of the others have the same measurement

Ballancing a ceiling fan is a trial and error situation. you can use the clip and place it on each blade untill you get the quietest opperation. Then you use the stick on weights and remove the clip. First make sure that the fan is solidly mounted . If the fan is loose , all your adjustment will be useless. You may have to go thru the process of applying the clip and wieghts a couple times to get the fan correctly ballanced

If your blades are warped or a blade holder is bent a little, then you won't be able to balance the fan. You would need to replace the blades or holders. That is a low-end store brand fan for Home Depot! You get what you pay for.
