SOURCE: How to repalce start pulley on Poulin chain saw?
First of all the fan housing needs to be removed. No need to remove handle from cord. Just undo screws from fan housing and remove the whole assembly. Inside you will see the pulley. Different models have different set ups but they are all basically the same. A screw should be holding a hub that is holding the pulley. Some models have a ring that holds the pulley onto the fan housing. Before you remove the pulley you need to unwind the spring to be safe. Otherwise it will spring out on you. To do this pull about 6" - 12" of the cord out. There should be a slot in the pulley that you can push the cord into. Hold the pulley and fish the cord into this slot on the pulley. This way you can unwind the spring. Once the load is off the spring you can remove the pulley. Remove the starter cord retaining screw and remove cord. Replace cord on new pulley with retaining screw. Sit the cord into the slot mention previously on the side of the pulley. Line up the slot on the spring side of the pulley and push the pulley down onto the spring. Some pulleys have tight tolernaces and you will have to tighten the spring by turning the pulley before it will seat. Once you can seat the pulley re-install the retainer. Keep the cord in the slot on the side of the pulley and turn it making sure you are tightening spring. When you think you have enough tension on the spring undo the cord from the pulley and see how it works. If it there is still too much slack repeat the process of putting the cord in the pulley slot and tightening a little more. After you have the correct tension on the pulley you can replace the fan housing onto the saw. As you are putting it back on pull the cord slightly to line up the starter with the fan.

Recoil Spring Rewind
I invert and secure the housing and rewind the spring large coil to small (need eye protection, both hands and no women around work area!). I'm right handed so I tension the spring enough to insert it inside the previous coil while holding what has already been installed with my left about 180° from my right hand. The tension will hold the spring in the housing once completely inserted. Then bend slightly the inner most part to engage the starter spool. It will require about 2 turns of pretension for it to retract properly.
If you're lucky you can pull the cord out enough for a pretension then slightly raise and add the withdrawn cord to the spool. HTH

SOURCE: My saw simply will not pump chain oil. Iv'e run it
Check that the bar oil ports are clean; there should be a small hole or slot on each side of the bar and these can become pluged with sawdust. Also clean the groove in the bar with a small screwdriver or bar cleaning tool every 8 hrs of operation.
If this does not fix the problem check the oil sump screen in the oil tank(usually on the end of a rubber hose); if no screen in tank: remove oil pump and clean(screen is sometimes in oil pump assembly).
