The only thing I have seen cause anything like this is a high suds level in the waste water container. Usually caused by using pre cleaners on spots on the fabric. Those pr-ecleaners, i.e. Resolve, etc. create a LOT of excess suds in the waste water that can be sucked up in places they shouldn't be.
