The refrigerator is not cold

You didn't include a model number so I am guessing that it is either a bottom freezer or a side by side.

Many times a freezer and/or refrigerator do not work right because of a dirty condenser coil...there are also many other things that can go wrong.

HOTPOINT (made by G.E--enough said). Do you already have food loaded into the unit? If so, how warm is it, and do you have it packed up to the vent?

This sounds like a faulty cold control.

it could be the damper part number WR49X10091,if the damper door isn't closing correctly cold air will just keep coming into the fridge side from the freezer,usually the damper door opens to let the cold air in when the fridge starts warming up and when it gets cold enough the door will close but your damper is stuck open

look in the back should have a fan in the bottom probably very dusty if it is it cant cool fridge clean it and it should work unplug it to clean

Side by side cooling units usually have 2 compressors, one for the freezer and one for the refrigerator. The refrigerator compressor may be bad, or not pulling enough power, or there may have been a leak in the tubing that the compressor uses to cool the unit with. To diagnose the problem, be aware of the noises the unit makes, and check to make sure it is a 2 compressor unit. If you only hear one compressor running then your compressor is bad, if you hear one running too often, then your tubing is bad, if the back of the refrigerator side is warm but the inside is not cooling down, then the compressor is not drawing enough power. Keep in mind that the radiant heat from the operational (presumably) freezer side may cause the refrigerator side to appear warm. (usually there is a type of wire backing with tubes running along it, these tubes should be mildly warm.)

if there is no frost build up in freezer section sounds like a refrigerant leak

Check freezer... for Frost build up and if Fan is blowing, Check condenser... To make sure clean, and the fan is blowing by compressor, Check Recirclating Vents in refrigerator... to make sure theres no blockage, CONTROLS ...should be in the middle setting,
