delete the blank pages 1, 2 and 3. at the top of page four, hit control and enter (at the same time) 3 times to insert 3 page breaks, now you should be able to edit the top 3 pages without messing up the 4th (the page break acts like a normal enter, if you delete it it stops doing it's thing)

In Word, change the view to draft mode to display the break. You can then click on the break and delete. The show/hide paragraph function and outline mode also show the page breaks.

Move a page break Important To enable dragging of page breaks to another location in a worksheet, make sure that the cell drag-and-drop feature is enabled. If this feature is not enabled, you may not be able to move any page breaks.
To verify that drag-and-drop is enabled, do the following:
Click the File tab.

1. Under Help, click Options.
2. In the Advanced category, under Editing options, select the Enable fill handle and cell drag-and-drop check box, and then click OK.
3. Select the worksheet that you want to modify.
4. On the View tab, in the Workbook Views group, click Page Break Preview.

   3. Note If you get the Welcome to Page Break Perview dialog box, click OK. To not see this dialog box every time you go to Page Break Preview view, select the Do not show this dialog again check box before you click OK.
5. To move a page break, drag the page break to a new location.

Note: Moving an automatic page break changes it to a manual page break.

Delete a manually-inserted page break Note You cannot delete page breaks that Excel has added automatically. Adding manual page breaks, changing the page orientation, or adjusting column widths and row heights may affect automatically-inserted page breaks.
To delete a manually-inserted page break, do the following:

1. Select the worksheet that you want to modify.
2. On the View tab, in the Workbook Views group, click Page Break Preview.

Tip You can also click Page Break Preview on the status bar.
Note If you get the Welcome to Page Break Perview dialog box, click OK. To not see this dialog box every time you go to Page Break Preview view, select the Do not show this dialog again check box before you click OK.

1. Do one of the following:
   • To delete a vertical page break, select the column to the right of the page break that you want to delete.
   • To delete a horizontal page break, select the row below the page break that you want to delete.

Note You cannot delete an automatic page break.

• To delete a page manually, select the page break at the end of the page, and then press DELETE.
  

• To delete a blank page at the end of the document, select the page break or any paragraph markers at the end of the document, and then press DELETE.

4. Go to "Page Layout", then go to "Page Setup" section, and click "Breaks"
5. Click "Remove Page Breaks"
(Important: You can also remove a page break by dragging it outside of the page break preview area {to the left or right for vertical page breaks, or up or down for horizontal page breaks}. If you cannot drag page breaks, make sure that the drag-and-drop feature is enabled. To check the status of your drag-and-drop feature, click office button , click "Excel Options" tab, click "Advanced", go to "Editing Options" and make sure you have checked the "Enable fill handle and cell drag-and-drop" option.)

You can delete a blank page in a Word document by deleting the page break at the end of the page. You can also combine two pages by deleting the page break between them.
Make sure you're in normal view (on the View menu, click Normal). If nonprinting characters, such as paragraph markers , are not visible, click Show/Hide on the Standard toolbar, and then do one of the following:

• To delete a page manually, select the page break at the end of the page, and then press DELETE.
• To delete a blank page at the end of the document, select the page break or any paragraph markers at the end of the document, and then press DELETE.
• To delete a page break placed before a specific paragraph, click the paragraph, and then on the Format menu, click Paragraph, click the Line and Page Breaks tab, and then clear the Page break before check box.

There are two ways to do this. The first way SOMETIMES works. If you don't have luck, try the second method.

Method 1:

• Delete the page break between the end of page 2 and page 3
• Position your cursor at the start of page 3.
• Click on Insert / Break / Next page
• Select all the text form page 3 to the end of the document.
• Click on Insert / Page numbers. UNCHECK "show number on first page"
• Click on <Format>. Make sure "Start at" is selected and the value is "1". Select <OK>
• Select <OK>

Method 2:
You need to work with the headers and footers. When you are done, you'll have two different footer sections that are NOT connected.

• Add a "next page" section break as you did above.
• Click on View / Header and Footer
• On the Header and Footer toolbar, Click on the icon for "switch between header and footer"
• page down to page 3. Click on the "link to previous" icon on the header and footer toolbar
• Click on Insert / Page numbers. UNCHECK "show number on first page"
• Click on <Format>. Make sure "Start at" is selected and the value is "1".

For some reason I occasionally have to do this twice to get it to stick but eventually it should work. The key is to make sure you have two separate footer sections; the first section is page 1 and 2 without page numbers then the second section (starting with physical page 3) that has page numbers starting with page 1
