On the 99-13, you wind the bobbin with the balance wheel in the stop motion position. Thus during bobbin winding, the needle mechanism is disconnected from the rest of the machine. You probably need to tighten the set screw on the balance wheel. The screw is in the center of the balance wheel on the right hand side of the sewing machine. Hold the balance wheel while you turn the screw away from yourself. (You hold the balance wheel and turn the screw over towards you for winding.)

If you are talking about the Balance wheel on the od Singers it is fairly easy.
You first need to remove the small screw in the clutch ( which is the chrome knob in the middle of the balance wheel) Once this is removed you can completely unscrew the clutch and then remove the balance wheel
If you can turn the balance wheel by hand and the needle goes up and down it may be loose belts, if you can't turn the balance wheel by hand then there is definitely thread stuck somewhere in the raceway
If the balance wheel is coming off which it should not do because it is held on by the belt then you have not tightened the stop motion in the middle of the balance wheel, make sure you have not lost the little screw in the middle if the balance wheel.
Follow these instructions, undo the 2 screws on the right hand side plate where the balance wheel is and take the plate off, undo the screw on the chrome stop motion wheel, undo the stop motion and take it off, take off the 2 pronged washer and notice which way it goes on, not a problem if you can't remember, you should be able to pull the balance wheel back so you can get to the screws on the winder, if you can.t and if you have a problem getting the balance wheel all the way then go the very bottom of the machine and you will see 2 big holes and one of the holes will lead you to a big screw and nylon adjuster, slacken the screw and move the nylon adjust so the belt goes slack, you can not take the balance wheel all the way off to get to the screws on the winder, take the old one off and screw the new one on, whilst you have the balance wheel off it would be wise to put some thin oil on the shaft before you put the balance wheel back on, when you have the balance wheel on and the and the belt round the pulley turn the nylon adjuster so the belt is tight and tighten up the screw, put the side plate back on, put the 3 pronged washer back on, put the stop motion wheel back on and just tighten finger tight then tighten the small screw.
hi have you recently refill bobbin seems like you need to reengage clutch tighten inner wheel on hand wheel or slide switch depending on machine refer to your manual good luck

machine was working fine when suddenly it just jammed up. Everything seems to be fine, but the balance wheel is completely jammed rigid. I've looked at the shuttle and there are no thread jams at all. The needle moves fine from side to side with different stitch selections, but wont go up and down with the wheel. I have tried looking in the machine, but I can't find any thread jammed.
