Make sure there's power getting to the dryer. Check for a tripped circuit breaker or a blown fuse. Check the wall socket for power with a voltmeter or by plugging something else in. Sometimes the power cord disconnects or burns at the dryer, if this is the case, the wiring and the terminal block must be repaired or replaced.

I just bought my house. I have all electric baseboard heat. One of them has started to make this high pitch humming noise. I cant find anything to identify what type of heater it is, nor do I know how

Could be just an AC hum do to time and previous heating expansion/contraction altered it's characteristics.
You could [this is a crude way} just kick it to see if that stops the humming other then that completely dismantle it and reassemble it tightening the connections and support structure
I don't know what your heating/electric bill is $$$$ but my experience it's cheaper to heat with some other form of energy and in case of power outages you can heat your house using a generator where as electric heat you can not

More likely is that your motor is going bad...that will make a very loud hum when it starts to go...

GE Spacemaker XL1800(JVM1850CF001) - Loud Humming noise

You either have a bad magnetron tube (5 or 10 year parts warranty item through GE Factory Service 1-800-432-2737 or www.geappliances.com) or a shorted high voltage rectifier. I think the light being out is a secondary problem.

Loud humming

If this is an electric resistance heater then there is no power supply or transformer. I had a baseboard heater that would hum loudly and I found there's a wire that runs along the bottom to connect the far end of the heat element to the electrical wiring at the supply end. This wire becomes magnetized from the current flowing through it and vibrates in the channel it runs through. I was able to open this channel and squirt a bit of silicone caulk in to keep the wire from vibrating and the hum is gone.
