Try setting the thermostat at a normal heat setting. By raising the temperature too high the unit thinks that the heat pump won't be effective and go into strip heat mode.
hello maybe you have over current .compressor act over loud. you wait was cooled compressor .than start again and check current and over loud and condenser fan.
If it's in cool mode, the outside fan definitely should run to remove the heat. If it's heat mode the outside fan will start only when pressure build up. If it's problem with condenser fan definitely the breaker or fuse will be blown when the amphs increased.
Unplug unit let set till cool then turn on motor has heat trip button that will pop out so it wont over heat, It should pop back in when it cools off. Make sure filter is clean and condenser is not iced over by high humidity. If unit still wont come on check house fuse or breaker it should be on a circuit by it's shelf, flip it off and back on so it is closed all the way.
