How do i fix a crooked screen on an older tube t.v.?

The yoke needs to be turned slightly and the picture will move in the same direction as you rotate the Yoke. (located on the neck of the Picture Tube) Just loosen the screw on the yokes clamp slightly then carefully touch only plastic edge of the yoke and turn it slightly while an assistance watches the picture be careful not to slide the yoke up hugher or lower on the neck. It has to saty at the same spot but just rotated slightly. The pic below shows the yoke with yellow arraows. Do not disturb the purity rings (RED ARROW) or it will cause blotches in the picture so its very important not to disturb the item with red arrow.

Blue spots on the screen.

Assuming that an alignment tool is not your problem, if the blue spots are regularly arranged in rows and
columns, I would have to say that the blue filter of your three tube (red blue green) array needs service.

Colour spots

turn your color all the way down and observe the black and white, contrast and grays . should be crisp. if sorted looks still like blurry grays with little contrast...... your problem lies in the video processing circuit.

Red blotches

What you possibly have is dust on the green or blue lcd panel inside the optics assembly. Since the red is showing through the dust is not as bad on that lcd panel. I suggest having a service center attempt to clean the optics assembly, although replacement of the assembly may be required, some of the light engines are sealed systems.
