First wash the lint filter with dish soap and give it a gentle scrub with a plastic pot brush. Fabric softener can gum them up and impede the air flow.
Check the hose at the back for lint build up in the hose itself and in the tube at the back of the dryer. Finally check the flaps on the wall vent for smooth operation and they they are opening fully. If you have the old type with a circular flap, you might even find a birds nest in there!
Although the error light is telling you to clean the lint filter, it is actually registering reduced air flow and an overheat situation.

Washing machines vary by manufacturers and models and some don't have a lint trap. Lint pumps out of the washer with the water, during the drain and spin cycle, and goes down the drain.

I am not familiar with a cleanable lint trap in washers, but there may be one in yours.
To find out, type "Searspartsdirect" into your search engine, and when you get that site, type your model number into the correct box and you machine will be displayed for you to look at.
(I did, it works well)
See if you can find a lint trap listed.
God bless your efforts.
If you are collecting more on the outside of the house means the lint filter has a tear in it and the lint in being pulled through the tear and pushed out the exhaust. It sounds like you need a new filter but this isn't cheap. If you do it your self it will run about $70 if you get a repair man it will cost about $150.
its not too hard to get out. you will need a #2 phillips screwdriver and or a 1/4" socket driver remove lint trap remove 2 screws at lint trap unplug unilt open the top (2 clips between lid and front panel in the crack, push them with a butter knife or putty knife to release top) opens like a hood pull out dryer and pull off rear panel on the left hand side there is a metal duct like thing lol that leads to the lint trap at the top. there should be 4 screws at the bottom where it gets round. remove them, and wiggle the duct open. your pen should be there..
