Usually hitting your ionic breeze with a can of compressed air, inside and out works against the sizzling noise. If you have missing flaps, its ok. Their purpose was to bring those round balls on the inside wires up and down to clean the lines each time you take the insert in and out. I hope this knowledge helps you guys out and answers your questions. Now, I too have a problem. I have 2 Ionic Breeze Quatro Professional Series SI737. Love them. one makes an audible sizzling noise and its getting really annoying. When i replace the insert with my other ionic breeze insert, it runs silent, but when i change them back it runs loud again. This leads me to believe i have a bad insert. i have cleaned the insert as much as i can without going too far as to break the warranty... and still... the noise. I have nuked the whole unit inside and out with nine 20oz. cans of compressed air. There has still been no change and i have yet to find a contact number where i can reach someone who supports the product. The Sharper Image store in this area closed down a few months back and im beginning to feel like im stuck with a broken product. I have company coming for Christmas and would really love there to not be a brain dissolving noise emitting from my Ionic Breeze, especially since it says it runs silent.
The crackling is coming from electrical arcing of the super high voltage that runs through those wires. In most cases and under normal buildup it is from dirt buildup on the wires. ..in some other case it could e a short, but that isnt likely unless the unit was hit, or water has dripped onto the electronics from cleaning improperly. Cleaning the wires AND the filters thouroughly will get rid of the problem if dirt is the issue. The comment about using a qtip and alcohol is a good one, also if that doesnt work, you can try a very fine grit sand paper. Those wires are taut and fragile though so be careful. Also.. of course do it while the unit is unplugged.
It took a while, however first check that the wire cleaning balls are free to move. The small grabbers do not always do their job. Next you will most likely find that the sizzle noise is coming from the top and or the bottom. Carefully turn the unit upside down then right side up again to clean the wire. Take a Qtip and dab with rubbing alcohol. Carefully and I do mean carefully put it in the unit and clean the wire where it is held on both top and bottom. Bata bing......... Hope this helps.

Thank you for your help! But shortly after i posted my problem, i got mad at the loud sizzling noise my purifier made and i took it completely apart until it was in all sorts of pieces. i cleaned each piece diligently and put it all back together. puzzlingly enough, it still made the sizzle, but not as loud. i figured there must have been some moisture left over from my cleaning... so i let it sit for a bit and put it in ionize mode and left it be in my living room. when i woke up the next morning, it was as silent as could be... i fixed the bugger good! i did learn a few things while taking the thing apart. when cleaning, always clean the capture rods from the outside to the center, if done from the center, top to bottom or bottom to top, you shove your dust and debris up into the base that holds the rods in place. (Rods = dust collectors) over time, those rods get clogged and that is the source of the sizzling noise... old dust. usually hitting it with the air can works.... and never.... ever... recommend cleaning the units with alcohol... it melts the plastic on the units... if i could post pics on here, i would show you how to take the unit apart... it is very well put together and after taking some time, i figured out how to make my own! lol. I dont have that much time during the day... so i wont do that... i just hope that i didnt void my warranty by fixing it on my own!
