Samsung has agreed to replace the part but not cover labor. I'm not sure what the labor will even cost. I'd like to try to fix the panel myself if they will release it to me, but so far that's not an option. Does anyone have experience with this that can give some direction?

Get the tech supplier to tell to the manufacture and the store what he told you.
Physical damage on any electronic device is very hard to have serviced under warranty. I have never seen a plasma display crack on its own. But, anything can happen.
I once saw a man drop a newly bought plasma TV in a parking lot outside from where he bought it and the screen broke. He never even made it home from the store!
Maybe you should contact a lawyer or someone who can give you legal advice about how to proceed with this. In different countries and different states the consumer protection laws are different.

Lcd and PlasmaPanels typically run from $900.00 to $1500.00 retail. If you have a trained samsung tech replace the Panel, you are looking at or near the cost of a new tv all said and done.
