Check the piston itself. The piston skirt is "cutaway" on one side to clear the counterweights of the crankshaft. If it is installed the other way, the engine won't rotate completely as the weights will contact the longer skirt of the piston.
If all those items you mentioned are ok, then check the Air filter! If it's been sitting around, it may be plugged up or it may have insects that have built nests inside... Also, there should be a fuel line back to the tank for pressurizing the system... Make sure the gas cap is tight, and the return line is snug in the tank.

No, the plug would have nothing to do with that. It's really not even necessary. Be sure you have the air gap set correctly on the armature (coil). Loosen armature, pull it back on the screws and tighten. Turn flywheel to align magnets with legs on armature. Put a busness card between the armature and flywheel and loosen screws. The gap will close. Tighten screws and air gap is set. Hope that helps. Dwain

will need to disassemble the carburetor and spray
with carb.cleaner. Make sure the small screen is free of debris.
(Should be able to see daylight through it.) Use a Den Tek Brush, (http://www.drugstore.com/products/prod.asp?pid=165357&catid=1152),
to clean the small portals in carb. These portals can
become blocked. Reassemble and start.
