Check to see if the carb is gravity fed or has a fuel pump. If it gravity fed then trace the line back to the tank checking for an obstruction. Make sure there is no obstruction in the tank. Flush the tank and lines. If it has a fuel pump, make sure it is working properly. If fuel is at the carb. then you may have to clean the carb and adjust the float.
Sounds like you got the wrong filter. There are filters for fuel pump tractors and filters for Gravity fed engines. I had the same problem when I changed my filter. I had to get one that was gravity fed

this is a gravity fed system as the fuel take is above the carb and the fuel drains down towards the carb and is fed with a fuel float and a needle and seat valve...good luck
On your frame is a v.i.n.plate . It will tell you all the information about your vehicle. Including G.V.W. and the legal weight limitations are as far as towing and or transporting via carrier is concerned. I hope this will help out, happy trails!
