I would think there is a communication error from the joystick to the controller. One time i had this and one of the plug ends was broken off from the joystick cable. Make sure all the plug tips are straight and not missing or broken on the joystick cable and also on the joystick and controller. it could be a simple fix like replacing the cable, but if you have a broken part in the controller or the joystick ports you will have to replace the defective part.
This movement is because of a joystick that is broken. The joystick, while in the netural position, is sending signals to the console and thus moving the character. The only solution is to pull the joystick straight out until you hear a click. If that does not fix it, then the controller is broken.
Find the model number underneath the battery. You can get replacement joystick depending on the model on ebay. Then follow a disassembly guide, this one is good http://www.llamma.com/PSP/repair/complete_psp_disassembly.htm, and while being VERY careful with the screen (they crack very easily) you can remove the bits you need to and put a new joystick in.
I found a source for the sw421 joystick the only problem is i had to order 5 to meet minimum order. I successfully repaired my navigation joystick. Its a 4 axis with push toggle activated switch in the middle. If anyone would like me to repair their unit I will do 4 for $75.00 u pay shipping. It takes anout 1 1/2 hours from start to finish. The joystick breaks when a plastic piece inside breaks. This problem can be fixed using parts from a second broken controller. Open both controller cases, take a good joystick from one (can be left or right) and replace the broken piece in the other. You'll need a soldering iron, solder, and desoldering braid. You don't want to use a desoldering pump as the contacts come off the board VERY easily.
