Those transformers on the power supply board have shorted.That why,it killing ur fuse.Which one?Must test and find out,if u have the equipment and the skill.Or tries websites like Shopjimmy.com,Ebay.com to buy a whole refurbish power supply board for the replacement.

In some 45 years of electronics service, I've seen about 2 failed transformers but 10s of thousands of failed semiconductors.
The type of failure and the fact that the 2nd fuse didn't blow points to the failure of a semiconductor that shorted and failed causing the fuse to blow.
Now the failed part isn't drawing any power at all and is open (infinite) and wouldn't be hard for a tech to find.

Do you know for what the 4A fuse was? Was it on a separate assembly?
I would guess the 8A is protection for the entire unit and the 4A for the high voltage supply for the plasma display.
Replacing the fuse once is fine since they can fail from metal fatigue; expanding and contracting with power on/off cycling.
4a was on the power supply, it did not blow again but tv still doesnt turn on
