First I assume your machine is not too old? if it is,maybe you need to descale the machine as limescale can build up and block the outlet. If this does not solve the problem, it might be that the element has burnt out. New Machine!!!!!
Pump blocked error, No change in water level, Is the pump going & water coming out of drain pipe. Is there still water in the machine. If no water in the machine.The clear pressure tube to the motor controller is blocked. Blow air down the pipe to dislodge any blockage & refit the pipe.
sounds like your pump. When you turn steam knob on, you should hear the pump go bump,bump,bump. When hot water is turned on, you should hear pump run steady.
If there is no leaks, I would try to get some hot water from the wand.
If there is still no water coming out, I would:
1-Decalcify thoroughly
2-Open the machine and take the inside out and verify the status of the water pipes going from the water tank to the boiler than to the wand and the brew unit ... to make sure there is no restriction.

Defective Water-Pump(Very common of non-belt models) - Many water-pumps become defective due to the constant wear and misc. items becoming lodged (coins, necklaces, shoe laces, screws, etc.) or breaking the plastic housing or connections. The water pump is fairly simply to replace and is located on the inside front of the machine.
The water pump is typically a white or off white plastic and will have (2) black drain hoses connected; one coming from the tub and the other going to the drain out the back/rear of the machine. Electric pumps with typically of 2 wires going to and connected to the pump. ** Note: When disconnecting and removing the water-pump, becareful of water remaining in tub that may come shooting/flowing out.
It could be a hole in one of the hoses or a possible leaking pump. tip the unit back so you can see underneath. Not all the way though. I usually prop it against the wall. you should see the pump it has 2 hoses going to it one from the tub to pump and one from the pump to the drain. Check those, check the hoses, check the tub for a hole. More than likly it's a bad pump
The pump could be out or it could just need primed.
Saeco sells a cheap hand pump that you insert into the receiver and force water into the system while the pump is pumping. This will often prime the pump and get things going.
Call 1 800 933 7876 and tell one of the customer service reps you need a priming pump.
