It may be the beginning of convergence failure. IF so, it will eventually fail totally and you will be faced with a $400 repair.
But, could be something less severe. I cannot guess precisely because there are many possibilities and only way to tell would be taking voltage and other measurements in search thereof.
It could, for example, be the convergence lines crosstalking into the video signal. Transistor switch somewhere in the system may need changing. It would require testing to find out.
If you do have an extended warranty policy it should be covered under that, so check that angle out before the police expires.
It will be a convergence issue, probally needs green convergence board repaired/replaced

Do this: When you turn it on and the green power light comes on and goes off:
On the front of the set press and hold BOTH the Menu and Input buttons at the same time for at least 5 seconds and then release both.
This model has a self check: The green power light will then blink a two digit error code: most common is 2 blinks, 2 blinks and a pause and repeat the error code at least 5 times.
Let me know what you find and I will tell you what it means.

The plastic ribbon cable can be fixed by cutting a very very small amount off the end of it to remove the damaged connection with a very sharp pair of scissors but not too much! Be real careful when you attempt to re-install it!
Whether or not it is the C1 board can be answered by looking next to the 2 black connectors and the board model is located inside a square box. You can order a new one here; Panasonic TH 58PZ800U TV Parts
The number given (821ar053) is not a valid part number for the board (maybe it's for an IC?)
