Needless to say, it's probably not a blown capacitor. If the unit will not power on at all (control/standby indicators are not lit) the problem may be as simple as a blown fuse on your SMPS (near the AC socket) or on your Main Logic PCB. You should also use your fluke/voltmeter to verify that the Vs, Va, Vsc, and Ve values are reasonably close to those specified on the panel label. Re-post your findings!

If it is out of warranty, this is not going to be cheap to have fixed. The manufacturer will replace the LCD screen. You can try pressing on the frame AROUND the location of the line at the top and bottom to see if the line goes away.
