Back - light problem. Check and replace damaged component/s at its back-light inverter board, or replace this board as card basis. If you wish to get some details; check the site linked here. To some model sets; especially LED back-lighted types; the back-light inverter circuit will be part of the main power supply board [SMPS]. In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced. To some models of sets, all these section circuit will be integrated at its main board. If this is the case, you have to replace the main board.

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. The fault could be the inverter or the CCFL lamp.The CCFL lamp is a tiny diameter fluro tube and is located on the bottom edge of the LCD screen behind a reflector. The reflector is taped to the bottom of the LCD screen.

If your laptop appears to boot up and the hard disk LED flashes, then the problem is probably a back light fault. This can be a faulty inverter or a faulty CCFL lamp. Replace it with a new LCD Inverter, you can address the following issues:
Screen image, but the power light stays in
Dark display, but still readable
Flashing on and off of the screen between 1/2 to several seconds

no bulbs to replace here, i might have better news for you. Toshibas with this time frame has an inverter problem. turn tv on tilt back wards at 45degree angle and flack a light to the screen and look closely if you can see the image the replace the inverter units. to help you see hit menu on remote, the menu is white so will make it more visible. If you did want to replace the inverters they are like 60-80 $ for hte pair and simple to replace.
