Are you sure you have the right belt or on the correct way? Is the motor turning? Do you have owner's manual?

lower handle to floor and flip entire unit over. In the bottom near the brush, there are 2 levers that hold the cover on. flip both levers and pull up on cover. It will come out of the 2 wire holders that hold down the 2 front tabs.With the cover removed you can easily access the brush. Firmly grasp 1 side of the brush and pull straight up. This may take a lot of force as the brush may have been seated for a long time. Pull both sides out and clean the area underneath the brush. Also make sure nothing is wrapped around the brush or motor. After cleaning you're ready to install new belt. Place new belt around brush. After pushing brush through the new belt, with belt loosely around brush slide brush back into housing 1 side at a time. The brush fits in very tightly. The ends have 2 pieces of metal that act as springs, these are installed facing the top. Make sure the brush is pushed down tightly toward the bottom or the cover will not fit right. Once brush is in stretch belt around motor tip. Replace cover by placing the 2 tips into the wire clips and close. Flip the latches closed and turn machine over. Lift handle and you're good to go. You have now completed the worlds longest instructions for a vacuum belt...ever!
Sounds like you need a new belt.Turn it upside down and locate the screws on the bottom.Remove those screws,and then the plate they hold on(if there are no screws then the plate will be held by clips just pull it off,carefully.The brush now may be lifted out,but before you do.The belt fits around the brush.Find which side,if the belt is broken and still in the vacuum,it should still be on the side it came from.If the belt is not still in the vacuum,there is a groove in the brush about one inch wide.That is where the belt fits.The other end of the belt fits on a small wheel about 4-5 inches back from the brush.There may be a small plate over the belt and wheel if so just remove it and you will see what I am talking about.
DC07s have two drivebelts that turn the brush bar - one connects the output of the motor to the clutch, the other connects the clutch to the brush bar. You can check the latter simply by removing the sole plate and looking. Unfortunately the other belt is hidden under a plastic cover, so you cant see if it is okay or not without some dismantling. This cover is not easy to remove and requires a Torx driver to under the securing screws. If, after removing the cover, the other belt is okay, if your brush bar isn't turning then you have a faulty clutch. New clutches are available on eBayreasonably cheaply, but again good tools and DIY skills are required. The belt that fits on the motor is the same belt that drives the roller brush, all you need do to gain access is remove the sole plate, normally attached with 3 quarter turn connectors, use large flat screwdriver to turn them

You've either accidently turned the brushbar off or the belts broken
obviously if it is making the same old noises then the motor is running so no fault there, the brush only rotates when handle is lent over for pushing the DC14 (ie not when using the pipe and tools) the only other thing that stops the brush rotating is the hard floor/carpet selection on the right of the unit. make sure that hasn't rotated.
If all else fails your brush is seized and you will burn the belt out soon so unclip the brush cover and clean up the roller but try not to disturb it's position unless you have to as it's a tight fit on the belt
is your brush roller turning,that would cause it to be hard to push .the brush roller helps it walk across the floor.if your brush roller isn't turning then your belt is broke or the brush itself siezed up.unplug the vacuum and try to turn the brush roller .if it turns real free then your belt is broke.before you replace the belt always clean the motor shaft ,the old rubber from the old belt melts onto the motor shaft .if you don't clean it your new belt won't last very long.please leave feedback
