Pins on the compressor.

If you have an ohm meter you can test the compressor in your equipment. There are three pins on the compressor. Start, Run and Common. The common pin is the pin that is by itself while two are either above it or below it.
First thing to do is check for grounds. From compressor body or tubing to each pins seperatly, You should get no reading on the pins to ground. Now that you have done this, you can check each winding for open, and check the resistance on each winding. With you meter one leg on common and you can pic any one that is left, it will only be either the start winding or the run winding. Measure the resistance and write it down, If you get no reading, the compressor is scrap due to open winding. Then go to the next pin and check it for open if you get a reading right it down. Between the two numbers that you have the comon and whatever pin has the lowest reading is the run winding. The pin with the highest reading is start winding. Now add these two numbers together and take your meter and measure pins start and run, they should equal the two numbers that you wrote down, hope this helps. A rating would be cool.
Motor doesnt start

1st check for proper voltage across the terminals , no reading means no power exists or bad switch, if not ohm the motors windings and compare the run and starts readings combined equal the reading from run to start terminals, if so the run capacitors likely bad, or start cap too if equipped.

What are the ohm reading, and voltage reading on the evap motor?

Ohm reading is the resistance value of the motor windings. This is a small capacity motor so it's winding resistance will be high. Somewhere around 180 to 350 ohms.
Voltage reading is the electrical pressure that the motor winding can withstand. If the voltage of the source exceeds that of the motor rating than the windings will burst ( burning out the motor) If the source is less than the voltage rating of the motor then the motor will run too slow.

Checked the compressor terminals the 2 highest read 9.3 while the other 2 read 6.4 and 3.0. Is my compressror bad?

most likely not, but you also need to check from terminal to ground. If you get any reading at all, the compressor is most likely grounded/ bad. Be sure to disconnect all elelctical to unit and all component to compressor.
3 terminals are Start, Run, and Common. Take a reading from common to Start, then common to run.
Add those numbers. Now take a reading from start to run. The totaled numbers should be very close to the run to start numbers. Your numbers look good.
what seems to be the issue? If it is not running, be sure it is getting power and all start components are good. This is usually the most common problem.
