Your probable problem is either the power supply or function board. The fact that the lights go out usually means it is not a keyboard problem. Does the machine beep and if so, how many times?
I have an instruction manual for IBM Wheelwriter 1000. The troubleshooting page in my manual for the machine coming on and having no lights is to make sure the cord is securely plugged into the typewriter and the wall or power strip and to switch the machine off and back on. Mine has a power saving mode where the lights go off after a while to enter power saving mode. I only need to touch a key to turn it back on.

This is an error code that the carriage or printwheel can't find it's home position. About the only thing you can try is to replace the printwheel or inspect it for bent or boken spokes. If that does not fix it then you will need a tech to troubleshoot problem.
Probably the key board is bad you can try my tip under WW 1000 or contact Geo. Beters Co. @ 800-392-8085 for a key board rebuild. Tell them O'Reilly sent you.
Could be a few things, board, power supply, keyboard or printer. But there are some things you can check, remove the printwheel and look for debris in that area, unplug and replug the keyboard, if you are really adventurious remove the cover and keyboard and look for paper clips or staples on or under the pc board.
Check the keyboard connections. Open the top cover and look just below from the top. You will see two ribbon cables. Make sure they are fully inserted. Are any of the keyboard lights flashing?
the 4 led lights on the right side of the keyboard is not flashing.
