Supco has a three in one start kit that can help the compressor to run longer. Although the Freon circulatory system may be clogged and the compressor is overheating internally tripping the thermal overload.

Compressor not starting up just clicking in and out

The compressor, when unable to start goes off on overload, when the overload cools, the compressor tries to start again. A"hard start kit " which is a relay, capacitor and overload can be tried to get the compressor running

The condensor starts but within 3 seconds shuts off

Sounds like a bad relay ( remove relay and shake, if the relay rattles like something is broken inside, it is bad )

True Deli-caseTSID-72-3 Runs rough and makes loud noises

Not sure how you can tell if it is working too hard. A fan usually makes noise and valves in the compressor also make noise. Several things can cause icing. In most cases, something that effects air flow. Secondly, on some units with a cap tube expansion device, a shortage of Freon can cause some freezing up.
