Even the service manual doesn't give any info about the replacement of developer housing I found some info on the dell comunity forum might be useful please check out if that helps.

When the Insert Drum or Insert Drum Cart message appears, open the front door, then lift and push back the top cover.
NOTE: After installing the drum
cartridge, the printer makes an adjustment for about one to two
minutes. Do not turn off the printer during this time.
Removing the Used Drum Cartridge
NOTE: Remove any print jobs from the center output tray and close the multipurpose feeder cover
before opening the top cover or front door.
NOTE: First pull the optional duplex module back if it is installed.
1. To open both covers on the printer, grab the notch in the front door and pull forward. Lift the
top cover and push back.

2. To remove the used drum cartridge, push up the lever on the right side of the printer.
3. Grab the drum cartridge by the handle, and pull it up and out.
CAUTION: Do not touch inside the printer with your hands. Some parts may be hot. Allow time for the
printer to cool before attempting to remove parts in this area.
Installing the New Drum Cartridge
1. Remove the protective sheet from the drum cartridge.
CAUTION: Do not touch the drum at the bottom of the drum cartridge.
2. Holding the drum cartridge by the handle, align the arrows on the drum cartridge with the
corresponding arrows on the printer. Guide the cartridge in until it snaps into place.

3. Pull down the lever on the right to lock the drum cartridge in place.
4. Close the top cover.

i dont know if that helped or not but maybe just buying the Dell cartridge is worth it. It may be a few bucks more but there is no hassle with changing housings. Now you can get 3 $ back fro Staples with any ink or toner cartridge. maybe that link helped maybe it didnt. But i was reading up on this and if you do aftermarket toners like this they say you might have to replace that chip i dont know if the company you bought it from told you this. here is what others are saying with your model

You will have to check the service center link for that mentioned in the last page of the manual.as they donot provide the schematics online.only to the customers who buy printer/copiers
You will have to disassemble the outer casing near the roller and carousel. Once you have done that there should be a latch and two screws on the side you will need to lift the latch and unscrew the screws to remove the toner and reverse to install it.

If the printer is in warranty contact dell support. they will help.
You should replace all toner at once, or to replace just cyan wait for the carousel getting to the right toner.
An alternative solution is pulling all toners out, and then inserting all cartridges with the new cyan.
The best thing to do is pulling out all toners and inserting them back, with only the cyan cartridge replaced by the new one, and the rest of used cartridges.
If you want to install the single cartridge you have to wait for the carousel to get in position, and that will be more complicate.

Maybe I repeat myself, but somebody out there thought the problem was how to replace the cyan cartridge. The problem isn't the cartridge. The problem is how to replace the housing for the cartridge. This housing sits in the carousel and it's what the cartidge fits into. Again, I have a replacement housing. Now I need to know how to swap the old one out.
Printer is out of warranty. I need to know how to swap out the old housing.
I keep getting suggestions on how to replace the toner cartridge. I need to replace the cartridge housing. It's a separate part (P4870). It has a metal roller with cyan on it.
Regarding the suggestion below: I think it's on the right track but it doesn't give enough detail on how to proceed. For example, do I have to take off the printer's plastic housing first? What is the "outer casing"?
Does anyone have a schematic illustrating how to make this part replacement? Or at least enough detail to get going on it?

Thanks for trying, Farcry1010. But the part you have pictures of isn't a developer housing. The housing part is about the same size as the toner cartridge, and the cartridge fits partially into it.

I don't need to replace a toner cartridge. I need to replace a DEVELOPER HOUSING.
Dell will not part with a 3100cn service manual unless you sign up as a DCSE tech. Anybopdy out there have access to a copy of the service manual or at least the section having to do with replacing Developer Housings?
