When the it is blinking the phone is resetting. There are several reasons for this. Once the blinking stops and Date & Time appear, your phone should be operational again. Check the buttons for programming by using Feature *0 and pressing any button to verify it is programmed. If not you might have a bad phone. Try swapping phones with a working one of the same type. This will tell you if your phone or port are in trouble by where the trouble goes.

It sounds like although they're labeled as line buttons actually they're programmed as station buttons.
If you press feature *0 and one of the buttons it will tell you what the button is programmed as.
Also did you try pressing the intercom button then dialing 9? that might be the way the set was programmed.

If the extension was a swap of the old M7310 with a new(ish) M7310 no additional programming should be necessary. However if the phone was replaced with another type of nortel set(M7208, M7324,T7313 etc.) then the phone will default to its base features. To re-program the feature keys press feature *3, the button you wish to program, and the feature code for that button
