There could be several areas that would effect your water dispenser not working:

1.) When you depress the water dispenser do you hear a 'Click'? If not you have a bad water dispenser contact switch.
I would send you a diagram but I do not have your model number.

2.) In the lower back of your fresh food section is your water dispenser water tank. At times this can freeze near the freezer section. Look in the lower corner of the freezer & your fresh food section for ice build-up.

3.) You could have a bad water filter. This does happen often. Remove the water filter and test you water dispenser.

4.) Do you have water leaking out of the bottom of your dispenser door? If so you have a split in the tubing in your water dispenser door.

5.) Is your ice maker working? Often the water valve to your refrigerator becomes plugged up and you do not get sufficient water pressure 60 PSI to operate your water dispenser solenoid valve.

Ice dispenser doesn't work

1. Dispenser control board

If the ice dispenser is not functioning at all the most likely cause is going to be the dispenser control board. The dispenser control board governs the major portion of the systematic functions of the dispenser and is less likely to be the issue if only certain components are malfunctioning. If the dispenser control board is at fault, it will need to be replaced.

1. Water inlet valve & low water pressure from house supply

If the ice dispenser on your refrigerator is not working properly, one of the first things to consider as an issue is the water pressure to your appliance. The ice dispenser cannot properly function with a psi less than 20. If psi is appropriate, proceed to replace the water inlet valve to correct the issue. You may also be dealing with low household water pressure. This low flow can be examined by using a water pressure test gauge. Once the household water pressure is resolved, you can double check your refrigerator connection to ensure it is now flowing properly and that the ice dispenser is functioning.

If the ice dispenser is not working on your refrigerator, the issue could be a frozen water supply tube located in the door. Although this may be a tricky problem to locate, the first thing to do is find a connection point in the tube. After this has been found, attempt to blow air through the tube. If your water dispenser's flow is running slow check to ensure that your water filter is not clogged. If after checking you determine that the filter is clogged, simply replace the filter. Filters should be replaced every six months to ensure clean drinking water.

You have two points where you can check the dispenser water. At the rear where the water supply comes in is the water inlet valve. If you disconnect the dispenser water line and then see if the water comes out when you try the dispenser. You should hear the valve work when you try the dispenser. If you don't hear it there is a dispenser actuator switch problem. If you do hear it but water doesn't work here there is a valve or water supply problem. If it's normal, disconnect it at the bottom of the freezer door and try again.If it's normal here it may be frozen in the door. If this is the case open the door till it thaws. A blanket over the opening will prevent thawing of all the food.

Your water line could be frozen in the door. You can disconnect the line under the unit before it goes into the door at the bottom hinge. Push the dispenser button and see if it comes out there. If it does leave the door open till it thaws. Covering the opening with a blanket will prevent the loss of cold in the freezer. . GE makes a heater that will prevent this from happening again. The part number for this heater is WR49X10173.

disconnect the line to the water dispenser at the water inlet valve on the back where the water supply comes in and try the dispenser. if you hear the valve work but water doesn't come out, the valve is bad. If you don't hear the valve, the dispenser switch is bad

The water supply to the door is frozen up inside the door and about the quickest way is to use a hair dryer with the ref in the off position and freezer door open warm the area with the hair dryer. This will take a while, be patient but the only other alternative is to turn ref off for 24 hours with the freezer door left in the open position. Remember have patience if using the hair dryer method. Good luck and hope this helps.

The water lines might be frozen. The found the water lines in my fridge behind the bottom drawers and used a hair dryer to melt the ice.
