Since you reinstalled the OS, the certificate for the user has changed. You can try the following methods, but there is no guaranty it will work.
These method apply only if the computer name and users name stays the same as the original. If the machine name or the users name or the users privilege changed, these method will not work.

Only the following people can decrypt an encrypted file:
· The user who encrypted the file
· Any user who was designated as a recovery agent before the file was encrypted
· Any user who has the public key or private key for the recovery agent or the user who originally encrypted the file
· Any user who has been granted access to the file
Members of the Administrators group cannot decrypt files unless the person who encrypted the files designated them as recovery agents before encrypting the files.

Note You must be the original user who encrypted the file or a designated recovery agent for the file to follow these steps

Method 1:
To remove encryption from a file, follow these steps:
1. Use Windows Explorer to locate the encrypted file that you want to decrypt.
2. Right-click the encrypted file, and then click Properties.
3. On the General tab, click Advanced.
4. Click to clear the Encrypt contents to secure data check box, click OK, and then click OK again.

    Method 2:

Use Windows Explorer to locate the encrypted folder that you want to decrypt.

    1. Right-click the folder, and then click Properties.

    2. On the General tab, click Advanced.

    3. Click to clear the Encrypt contents to secure data check box, click OK, and then click OK again.

    4. When you are prompted to confirm the attribute change:

o If you want to decrypt only the folder, click Apply the changes to this folder only, and then click OK.

o If you want to decrypt the folder and its subfolders and files, click Apply changes to this folder, subfolders and files, and then click OK.

Set usb password protection

1. Check the "Password protect my data" option and enter a password as well as the password confirmation and a password reminder, then click the "Apply" button.2. You can use "manage secret-zip data" only after selecting encryption item "My Folders & My Docs", the upper right window is the list of encrypted data, the lower window is the list of decrypted data. Please click "Refresh View" to update data list if you save or delete any files.3. Please select the data in decrypted area, and encrypt it by clicking "Secret-Zip Selected". You can also encrypt all data in Docs and Folders by clicking "Secret-Zip All".4. Please select the data in the encrypted area, and decrypt it by clicking "UnSecret-Zip Selected" or "UnSecret-Zip & Open".5. If you don't want to use the secret-zip function, select "No password protection required" in "Encryption Settings", and enter your password.6. If you want to change the password, select "Change password" and enter old and new passwords.

I encrypted some text using a software.the software asked me to enter a key to encrypt the text, finally the encryption was successful.a few days later i lost the copy of software that i used to encrypt the...

all the encryption softwares use different encryption algorithm.i.e. different steps to encode a file.
the other software shows that the file was not encrypted because for this software, you previously encrypted file is an original file and not encrypted file.
to decrypt the file you need that very encryption software that you used earlier.
