I have a 1999 Toyota Camry CE 4 cylinder, I am having trouble applyinhg tension to the timing belt. I am not sure how that number 1 idler and tension spring works.

U need to losen bolt on tensioner idler pulley make sure their is no slack one the long side of belt (crank to cam)then lightly par on pulley then tighten up then turn eng over by hand 360 check timing and tension

Camry timing belt

I am assuming you are referring to a 2.2 liter 5SFE engine. If so camshaft timing mark is dot located on forward face of sprocket mid spoke/or a notch on inboard rim of sprocket. locate mark and paint with white paint. Locate timing mark-small raised dot on plate behind sprocket at approx. one o-clock position paint this white for easy reference. Crank shaft sprocket has small notch on inboard rim. paint white for reference. align cam timing marks, then align crankshaft mark with #0 on timing scale. Adjust tensioner and belt is aligned. I recommend changing idler pulleys and water pump when replacing belt as preventative maintenance. Also inspect shaft oil seals and replace as needed. Performing these services now will save time and money in the future.

Ensure idler pulley is clean and rotates smoothly. 2.Install No. 1 idler pulley and tension spring (if removed). Pry No. 1 idler pulley away from timing belt area as far as possible. Temporarily tighten No. 1 idler pulley bolt. Ensure idler pulley is clean and rotates smoothly. 3.Using crankshaft pulley bolt, rotate crankshaft so timing mark on crankshaft sprocket aligns with timing mark on oil pump housing. See. This will position keyway in crankshaft sprocket at 12 o'clock position.

CAUTION:If reusing timing belt, ensure reference marks on timing belt align with reference marks placed on crankshaft and camshaft sprockets. Ensure timing belt is installed in original direction of rotation.
4.Ensure all sprockets and idler pulleys are clean. Install timing belt on crankshaft sprocket, oil pump sprocket, No. 1 idler pulley, and then No. 2 idler pulley in sequence. 5.Install timing belt guide with cupped side away from crankshaft sprocket and flat side toward timing belt. Install No. 1 timing belt cover and new gasket. 6.Align crankshaft pulley key groove with key in crankshaft. Install crankshaft pulley. Install and tighten crankshaft pulley bolt to specification. 7.Rotate crankshaft clockwise so cylinder No. 1 is at TDC on compression stroke. Ensure timing mark on crankshaft pulley aligns with "0" mark on No. 1 timing belt cover. If reusing timing belt, ensure reference mark on timing belt aligns with upper edge of No. 1 timing belt cover. 8.Rotate camshaft, and align hole in camshaft sprocket with alignment mark on camshaft bearing cap. See Fig. 2 . Install timing belt on camshaft sprocket. If reusing timing belt, ensure reference mark on timing belt aligns with the reference mark on camshaft sprocket. Ensure tension exists on timing belt between the crankshaft and camshaft sprockets.
CAUTION:DO NOT rotate crankshaft counterclockwise, as viewed from timing belt end of engine.
9.Loosen No. 1 idler pulley bolt 1/2 turn. Rotate crankshaft pulley 2 full revolutions clockwise from TDC to TDC. 10.Ensure timing mark on crankshaft pulley aligns with "0" mark on No. 1 timing belt cover, and hole in camshaft sprocket aligns with alignment mark on camshaft bearing cap. See Fig. 2 . If timing marks are not aligned, remove timing belt and reinstall. 11.Rotate crankshaft clockwise 1 and 7/8 revolutions and align crankshaft pulley "0" mark with 45-degree Before Top Dead Center (BTDC) mark on No. 1 timing belt cover. See Fig. 5 . 12.Tighten No. 1 idler pulley bolt to specification. See TORQUE SPECIFICATIONS . Install No. 2 timing belt cover and gaskets. Install and tighten spark plugs to specification. 13.To install remaining components, reverse removal procedure. Install all bolts/nuts on right (timing belt side) engine mount before tightening to specification. 14.On Camry, when installing control rod and bracket on strut tower and right (timing belt side engine mount, tighten bolts to specification in sequence.

Removal
Remove auxiliary 1. drive belts.
2. Support engine.
Remove:
Engine mounting and bracket.
Timing belt upper cover [1].

4. Turn crankshaft clockwise to TDC on No.1 cylinder. Ensure timing marks aligned [2] & [3].
Remove:
Crankshaft pulley bolt [4].
Crankshaft pulley [5]. Use tool No.09213-60017.

6. Ensure timing marks aligned [2] & [3].
7. Slacken tensioner bolt [6]. Move tensioner away from belt and lightly tighten bolt.
Remove:
Timing belt lower cover [7].
Crankshaft sprocket guide washer [9].
Timing belt.
Tensioner pulley.

Installation
Installation
1. Check tensioner pulley for smooth operation.
2. Check free length of tensioner spring is 46,0 mm [8]. Replace spring if necessary.
3. Fit tensioner and spring. Ensure spring is connected correctly.
4. tighten bolt [6].
5. Ensure timing marks aligned [2] & [3].
6. Fit timing belt. Ensure belt is taut between sprockets.
Install:
Crankshaft sprocket guide washer [9].
Timing belt lower cover [7].
Crankshaft pulley [5].

8. Slacken tensioner bolt 1/2 turn [6].
9. Turn crankshaft two turns clockwise to TDC on No.1 cylinder. Ensure timing marks aligned [2] & [3].
Turn crankshaft slowly 1 7/8 turns clockwise until crankshaft pulley timing mark [3] aligned with 45° BTDC mark [10] on
timing belt lower cover [7].

11. Tighten tensioner bolt [6]. Tightening torque: 42 Nm.
12. Install components in reverse order of removal.
13. Tighten crankshaft pulley bolt [4]. Tightening torque: 108 Nm.

What else needs to be changed when doing a timing belt on a 1999 honda accord? and about how much should it cost?

Technically, nothing else needs to be changed when replacing a timing belt, however it is recommended or suggested to replace the timing belt tensioner and water pump while doing the belt. These items are only accessable when doing a timing belt. The cost should be under $100.00

I have a 1999 Toyota Camry CE 4 cylinder, I am having trouble applyinhg tension to the timing belt. I am not sure how that number 1 idler and tension spring works.

When the bolt holding the pulley is released not remved. the spring snugs it to take up the slack of the belt, then tighten the bolt back up. Sometimes the hinge sticks and needs a little push. Do this while the other side of the belt is tight. you might need to be turning the the crank bolt by hand to tense it. On the v6 this happens automatically.

Installation
