When I turn on the ignition, the starter makes whining noise and the car woudn't turn over
Sounds as if your starter isn't engaging,usually due to either the solenoid not operating the bendix or a bendix fault, to prove a point, if the vehicle is a manual, put it in gear, handbrake off and push the car forward ( which will turn the engine into a different possition) then put h/brake on out of gear and try starter again, if it tries to turn over its possiby the starter ring gear, if not it's starter.

It sounds like your starter drive is going. remove your starter and bench test it, if it's the starter drive and you just replace it, it's usually a good idea to put in a new set of brushes at the same time. generally replacing these parts is more work but it is less money.

Get a jump start with a Decent Thick set of jump leads from a friends car.
+ Positive terminal to + Positive terminal and --Negative to ---Negative.
I Suspect its just a flat battery.
Once its running, get your Battery tested, and your Alternator belt tension checked, if they are OK, then get the alternator charging rate tested.
If they all have a clean bill of health, the starter must be suspect.

It is possible that you have the two small wires reversed or one is touching battery lead connection.

It's not the battery for sure. What I mean by whining noise, is that it feels like the starter gear is spinning without engaging the flywheel. I took the starter out and had it tested at O-reilly's. They said the start seemed ok because it was getting power. I think need to buy another starter. The car has had 270,000 on it and the starter has never been replaced.
It sounds as if the bendix is'nt engaging, although the motor may turn, the bendix should also be thrown into position., suggest new starter is on the cards, regards Mike
