After the installation of SP3 the system sometimes can take a long period of time to configure windows, load user and desktop settings, so be patient and give it some time to initialize. If after quite some time it does not start then try repeatedly pressing F8 on reboot and attempt to start in safe mode and restore your system. If that does not work insert the original install disk and select repair option. If you do not have install disk and you have OEM version perhaps you had prviously created a set of recovery disks for your system you can insert disk #1 and start the recovery process. If no disks then while bootup look for recovery partition option to boot to recovery console if your system has one, then restore your system to the point just before the installation of SP3. If successful I would definitely create a recovery disk and create a backup image of my system and personal files on an alternate storage location before attempting to install any service packs.
If these options are not available you might have to reinstall your operating system. There are some versions of open source software that enable you to retrieve your personal file and copy them to an alternate storage location.

Maybe its a Bad Update. try to Boot to Safemode first and Uninstall the Installed Service Pack 3
To get into the Windows XP Safe mode, as the computer is booting tap "F8 Key" Continuously which should bring up the "Windows Advanced Options Menu" as shown below. Use your arrow keys to move to "Safe Mode" and press your Enter key.
Then, uninstall Service Pack 3 Start>Control Panel>Add or Remove Programs then look for Service Pack 3 and Uninstall.
If it did not work try Using System restore.
Start>All Programs>Accessories>System Tools>System Restore.

If you downloaded SP3 from the website, to install it immediately, click Open or Run and follow the instructions on your screen. To install the program later, click Save and download the installation file to your computer. When you're ready to install the service pack, double-click the file.
If you're installing SP3 from the Service Pack 3 CD, insert the disc into your computer with your current version of Windows XP running, and the Software Update Installation Wizard should automatically appear. If this wizard doesn't appear, click Start, double-click My Computer, right-click your CD or DVD drive, and then click AutoPlay.
On the Windows XP Service Pack 3 page, click Next.
Follow the instructions that appear on your screen.
After the installation is complete, click Finish to restart your computer.
If you disabled your antivirus software, enable it again.
