Does it read CD/DVDs fine? If so, the laser head for writing data to the discs may be defective. Also, keep in mind that when CD/DVD drivers start to fail, they may be able to read/write to CDs and not to DVDs or vice versa.
Otherwise, go to "Start" and right-click on "Computer" and select "Properties". Then, on the top left corner of the window, go to "Device Manager". Expand "Disk drives" and make sure there is no exclamation mark or question mark on the CD/DVD device. If there is, then either the driver software is missing/corrupt or the drive is defective. If no CD/DVD drive is listed, then it is not being recognized as being installed then check all of the cables to make sure nothing's loose, otherwise it is most likely defective.
