1. Video Driver (download the latest video driver for the video maker) 2. Wrong resolution is being used. try step 3 3. Use a lower one 800x600 or 640x480 4. Monitor can't handle the Video Card set to the max try step 3 5. Video Card is faulty (replace it)

That may be because you have connected the incorrect VGA port to the TV, remember you need a VGA card installed on you PC with the correct cables VGA to RCA cables to get this right.

Well your disc is officially garbage because it's for sure scratched. Don't bother trying to fix your game disc. Do what I did. Go to sellitbroken.com and sell your game to them. They will give you good money for it.
try to uninstall the game, restart your computer, install it again. if it's still the same problem, than try searching newer drivers for your vga device and try a different version of the game
If you have a second monitor, you could use your computer until the monitor goes black... then plug in a replacement monitor. My guess is that one will display black too...
My gut feeling is that your VGA card is on the fritz... I'm not convinced it's your monitor. Do you have a replacement VGA card you can try? I'll bet that'll take care of the problem.
Sometimes this is due to graphics cards, but most of the time it is due to drivers. If it does not happen when you are using your PC for other things the problem probably just lies with the graphic card, driver, and this particular game or any game similar. Drivers are the most notorious! Check your requirements on the game for graphics cards recommendations! Let me know!
