Plug in your webcam thru the usb cable and see if your computer detects it? If it doesn't detect it then the camera is bad and you'll need to replace it. Other thing you can try is hooking up the camera to another computer. If it detects it on another computer then you might have a usb port problem on your original laptop or a windows problem. Also if your camera is detected on another computer then install the software for it and see if its useable.
Consider NOT connecting your camera to your computer. The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Some cameras need a driver to be detected, but some need the installation CD to detect the camera. If the camera is not detected by the computer what you can try here is to try connecting the camera on a different USB port and check if it will be detected , but if still not detected if possible for you to try a different USB cable that will be better or if possible also try to connect the camera on a different computer so we can isolate the problem if its just the USB cable , the USB port or the camera itself that is bad...

You may have a defective USB cable. Try a different cable, or try plugging the cable into a different USB plug on your computer. If neither of these work, the camera may have a defective USB plug on the camera. Double check that the camera is turned on. If all else fails, you can copy the photo files by removing the memory card from the camera and putting it in a card reader built into your computer, your printer, or use a separate memory card reader. You can buy them at most camera and computer stores - they are inexpensive, usually less than $20.
