check to see if the key in the axle is in place or if you put it in gear the axle turns in the wheel . is the pulley in place and not loose. the belt is good you said. but the pulley may be stripped. (axle key, belt, pulleys, or belt off of pulley)

Some have gear in each wheel. Remove wheel see if plastic in wheel is worn out. Home Depot or Lowes carries some replacement wheels. Lawn mower repair shops sell them also.

Cub Cadet Problems

Sorry it has taken so long to reply, busy time of year. It is very possible the wheel bearings are going bad, but you should notice it at all times. Some lawn and garden tractor front wheels are that way for steering. The John Deere lawn tractors are toed in for example. Wouldn't hurt to check the wheel bearings as well as the spindle bearings. They should all be greasable, and if the issue is better after greasing, you have found your problem. If not, let me know and I will see what else I can come up with, Daniel.

Can't push my self propelled lawn mower!

Remove the drive wheels and have a look at the gear teeth in them. If even slightly worn, they need replacing. If you run the mower with the wheels off, that end elevated with a block, see if the axle turns when you engage the drive. If it does, your transmission is fine. Wheels are a lot easier to change than a tranny.
