I had the same problem with my 1045 I checked all the normal things and as it turns out I discovered that my rule line was old enough that it turned soft and was kinked where the line goes through the frame and up through the floor behind the dash I replaced the line and was able establish good fuel flow.

Disconnect the positive and negative terminals from the battery and make sure they do not contact the chassis to form a ground. Read for a short with the key in run and lights OFF from the positive battery terminal to chassis ground. If you ar noting a short at this time you are literally going to have to chase wires. I would start by disconnecting the red wire from the PTO switch followed bythe red wire on the PTO relay. If the short goes away I suspect a problem with the wires at the PTO clutch as this is were many wiring problem manifest due to foreign objects thrown by the belt hit the wires on the clutch. After that I disconnect the engine connector and check again. Lastly I would disconnect the dash monitor connector and test again. If you still have the problem after disconnecting the engine harness and dash monitor there is a wire chaffing some where against the chassis. You can find it... it just takes a lot of time.

On another note...
You should probably make sure the ignition switch is not causing your problem.
Key switch testing connector removed
Off = M+G+A1 (continuity) Also read each one to the case of the switch
Run W/lights = B+A1+A2 and L (continuity) Read B + A2 to to the case of the switch.
RUN = B+A1 (continuity)
Start = B+S+A1 Read S to the case of the switch. (continuity)

Don't forget to remove the large (+) wire off of the start solenoid when troubleshooting or you will read the starter winding giving you a false ground.

Troubleshooting will end up being isloation of one leg of each wire at a time. I usually make a straight line sketch of wire temination points by wire color and connection on scratch paper for each wire I test and draw a single angle line across it after I have tested it.

If you determine that the problem is in the engine alternator, I will need your engine model number so I can get the service manual for that also.

A word to the wise.... if you disconnect a wire... write down color and where it was disconnected from on scratch paper. and line it out after you re-connect it. (experience)

Check that a wire has not been cut. Check the PTO clutch wires as well.

There are many possible answers, but the best way I've found and for all types of mowers is:
Put the mower on a level garage floor or pavement area. Rise the mower deck to the highest level. By hand (everything off, of course), position both blade tips to the furthest outside edge of the mower deck (widest from tip to tip). Use two wood blocks or equivalent sized objects and place them under the blade tips. Find something that comes very close to the blade but doesn't touch. This is so you can see a gap for reference sake. Adjust the linkages (usually long links, from front of tractor) until the spacing is the same between both blade tips and the objects under them.
The manual has you measuring the blade tips. I find blocks or spacers easier...

The solniod on the bottom of bowl closes with no power so when you turn the unit off the plunger extends cutting fuel off. So by unplugging it the plunger is still entended cutting off fuel. I think you may need a new solenoid on bowl. You can also bench test the solenoid with a battery to double check.

Remove the engine cover to expose the starter motor (or take the starter off). Lubricate the starter bendix, its the gear atop the starter motor shaft, use Marvel Mystery oil and then work the bendix a bit and it should fix it. If the teeth on the bendix or flywheel are damaged obviously that is where the problem lies.

Had the same problem with my GT1554. There's a hex shaped bushing with a round center that the steering column passes through, found immediately above the gear on the steering shaft, on the top side of the sheet metal. It had worn to an oblong opening and allowed the gear teeth to slip past each other. Replace that bushing. Even if there's a little wear on the teeth, they'll mesh OK after the bushing is replaced.

I sounds like there's significant resistance to the engine turning over. I experienced this when the electric PTO/clutch seized - and the mower was trying to turn over the engine AND the mower blades because the PTO wasn't disengaging. Try taking the mower belt off the PTO and see how the engine turns over. If it's still slow, the problem is in the engine. If it spins normally, replace the PTO clutch. BTW - when my clutch seized, it also burned out the PTO switch. The switch is pretty inexpensive, so if you're replacing the PTO/clutch (I found one online for about $175.00 - MUCH more expensive at the dealership) - you should probably replace the switch as well.
