it may be the power supply itself! have any of you tried using a different power cord? the problem may not be in the printer but in the cord itself. i have 2 hp 6310's that were giving me the 'reset power' error. when i changed the POWER CORD, that error message went away and it went into the insert cartridges mode. good luck.
Your printer is trying to talk to you, in its own limited way. If you are able to find the manual for the printer, it will list out all of the possible blinking light combinations, and a somewhat detailed summary of the problem. If you cannot find the manual, HP does have these available on their web sites. If you can either refer to the manual to see which blinking light combination is happening, or you can describe exactly the combination of lights, and the frequency (fast or slow, steady of intermittent, I can assist you better with determining the cause.

Ok try unplugging the printer for about 15 minutes and plug it back in that will reset the printer and it should work fine.
Let me know how it works out
The solution to this problem is to have a Class-Action-Lawsuit against HP.
The idea that HP can sell ten's of thousands of these kind of defective products that just to end up in a Land-Fill is not only immoral but also ILLEGAL.
