Lexmark does not recommend the use of refilled/remanufactured cartridges. These tend to degrade print quality and cartridge performance.
You can try to clean the cartridge nozzles. But if that doesn't help, I would suggest that you replace it with new genuine Lexmark cartridges.
Your ink cartridge nozzles may be clogged.
You may try to do a cleaning cartridge nozzles cycle.
Open the Lexmark Solution Center.
Click on the Maintenance tab.
Click on Clean to fix horizontal streaks.
Click on Print.
Depending on the diagonal lines results, you can click on Clean Again.

Sometimes the ink cartridge carrier won't position automatically to the middle even when the printer is on and the cover is open. Just unplug the printer from the power source. With the cover open, hold the solid white strip and gently slide the carrier to the middle of the printer. Load the cartridges. Close the cover. Plug the printer back to power source. I have to ask this question of you, just to make sure this is not an issue.Are you using a factory new ink cartridge? Please consider the following: If you are using a refilled or third party cartridge that may well be your problem.Most manufacturers build logic into their products to prevent the use of “Other Equipment Manufactured” cartridges as well as re-filled cartridges. They do this to prevent problems from contaminated inks causing problems with print quality or damaging the physical printhead. Some people have success with varying brands of generic carts, some don't. You can try copying many pages of anything many times. say 50, then run head clean routine. Repeat up to 250 copies.
If after this still white pages, get genuine carts and repeat until it works. If no go the head is probably clagged up with generic ink. Then you need to pull it and soak, but don't hold your breath.....
Are you saying that the printer prints in B&W but not in color, or only that it will print a test page with B&W? It might be that the color ink cartridge is dry.
Actually, yes there are compatiblilty issues with Lexmark's drivers and Vista.

Basically if you do not want to downgrade from Vista or wait for Lexmark to release drivers (P3150 is a discontinued printer and will probably not have another official driver release) or you can add your P3150 and select 'Generic / Text Only' for your driver and set the correct port (USB, Parallel, or however). But that will not use all the great features your printer comes with especially because it is an All-In-One as opposed to someone who just wants to print documents.
