Cell phones are locked by nasty service providers.
Many manufacturers will give you the unlock codes
if you ask nicely, some will NOT. There is a large
number of cell phone site that also publish these codes.
You need to know the exact model number.

Locking cellphones by providers is now illegal in many places,
because it is considered a monopolistic business practice,
and the phone companies/providers are required to unlock the
phone for you.

Depends on where you live.

You may also have to purchase a new SIM card.
