Is it an actual beep, or is it a beeping noise coming from the lens? Does the lens extend? I ask this because this is the noise the lens focus gears make when they are knocked out of alignment, or debris gets in them and jams them.

This explains the 3 beeps. also says you can get it repaired which is by far the best option. The behaviour is very typical of low battery state. Try a set of Lithium batteries.

with new batterys you may find if quicker to charge them in a battery charger and not in the camera,,,the camera charger is for "topping up" the batterys realy not fully recharging them its so you can leave the camera on its docking port and it will have fully charged batterys in it when you wont to use it,, to fully charge a new set of batterys it could take days,,,,so overnight is to short a charge to recharge them,,,leave the camera on its docking station for a fuw days at least, or use a home charger for your type of battery ie:AAA or AA, both take 16 hours to recharg fully
I personally have had great luck with the Kodak Z650. It's an inexpensive full featured camera that provides a good zoom ratio (10x optical + 5x electronic = 50x zoom), the convenience of a charging dock that lets you connect to your computer AND charge the camera by simply dropping the camera into it, and plenty of available accessories. I have two of these cameras and I recently gave one to my daughter and her husband. Kodak.com is a good source for these (new & refurbished), and eBay is probably an even better source. AVOID the Kodak printer dock though. Quality is poor, and they are prone to multiple problems.
Don't give up on the Samsung yet, though. The problem you describe is frequently battery related. Make sure that
you have the correct battery type installed, and that the batteries are
fresh/fully charged. If the problem persists, you may have corrosion
on the battery contacts inside that camera that is preventing full
battery power from flowing into the camera. Remove the batteries and
wipe the inside camera contacts firmly with a dry cloth (heavy
corrosion may require cleaning with a wire brush, steel wool, or sand
paper). Remove any residue that may have fallen into the battery
compartment during cleaning, then wipe both ends of the batteries and
reinstall them in the camera. This cleaning solves the problem about
90% of the time, and I hope it works for you.
Everytime I try to turn it on, the lens comes out for about a second,
the camera beeps 3 times, the lens retracts and the camera shuts off.
The battery is completely charged and the camera is only 4 months old.

This is a very common issue with digital camera on either the lens gears have to be replaced or the lens barrel need replacing. There are 4 reasons why your unit is behaving this way: 1. Charger is the problem. 2. The docking station is the broken. 3. The battery is broken or not accepting charge. 4. The actual unit is the problem. It is very hard to tell which one is causing this to happen. Let us do some troubleshooting first: 1. Plug your charger in an A/C outlet and make sure the red power light (left) is lit, otherwise the charger or the docking station is broken. 2. You can test the charger with a multimeter. Unplug the charger from the docking station and measure the voltage across the outside and inside, it should register more than 5 volts DC. If there is a 5Volt DC the docking station is the problem otherwise the charger is broken. 3. If the red power light is lit and the status light (right) is lit too, your docking station is broken. 4. If the red power light is lit, dock the unit into the charger, the status light (left) should turn red when your battery is accepting charge or turn blue when your battery is fully charged. 5. If the status light will not lit at all (while the red power light is on), tap the screen while the unit is docked on the charger. If the unit will become alive, you need a new battery otherwise you need a new unit.
12 hours is very long time to charge, the status light should turn to blue in less than 2 hours especially for a new battery.
The EasyShare camera dock automatically stops charging the batteries after it registers a full charge, so it is fine to leave the EasyShare digital camera on the EasyShare camera dock for short periods. However, leaving the camera on the dock for longer periods (days or weeks) is not recommended because this can cause problems with your camera and the batteries.

The lens comes out and then pops back in and the camera turns off.
