It means it is receiving a signal. It is good to read the manual when you first get it, and then again after you have used it a few dozen times.

Okay. What the author is referring to is the Baofeng 888S has an issue that after you program the radio with either their software or something like CHIRP the Green light on the Radio stays on, no matter what. You can change frequencies, you can change squelch, you can change from Narrow to Wide band... but that light will always stay on. For being a "master" that's a pretty generic answer.
I don't add the title 'Master', Fixya does but I have answered 49,207 questions the best way I can, and often with 10 to 20 follow-up comments. I know virtually nothing about Baofeng apart from the YouTube channel 'Wranglerstar' uses them and says they are good. What I can do though, and do well, is find stuff like manuals and read them for people who don't have them. if you lost he manual get it and googling will find it.
My UV-5RA has a manual and is not lost.
if was , google is my friend, we have like 1million posts here if helper googling for posters. why, ? IDK.
