You will get a constant tone on any channel that isn't programmed. it sounds like the previous user ha a freq programmed on channel 1. Channel 11 is strange, but possible. Usually guys program these radios in order.... they don't put 2 freqs in soo far apart from each other..... I would expect channel 1 AND 2 to have freq programmed in them.... but channel 1 an channel 11 is strange... but possible.
Anytime you don't fill up all the channels on these radios (commercial radios in general) you will get a constant tone on the channels that don't have anything programmed in them.
Program the radio and your good to go. If you don't program freqs into al the available channels, expect to hear that "constant tone" on any unprogrammed channels.
The channels that you hear a tone on do not have a freq programmed into it. Its normal.
