For a normal tv this is certainly not worth fixing. But given that there are few televisions now with built in full Dolby 5.1 Prologic and three Scarts then it's worth looking into.
My 28W8DB failed last year when the CRT tube developed a fault; normally the repair would be uneconomic as the spare part is no longer available but there have been so many perfectly good 28" widescreen tv's scrapped in favour of plasma/LCD models that it was easy to find a replacement tube and to fit it. I got the donor tv quickly from my local FreeCycle group.
28W8DB's are relatively scarce, but 28w8 (virtual Dolby) and 28w93's are not and much of the internal circuitry is the same as well if you need to replace a board. In the end, I subsequently fitted mine with a superior tube from a Phillips model which came my way after the the first replacement as the 28w93 tube was just way too soft. (Philips and Toshiba often supplied tubes to each other and the practice is common with other major manufacturers as well).
BTW: your tv is going into protection mode. It's probably overheating due to a failed component or simply due to being choked with dust which all CRT tv's attract. To avoid a potential fire you must ensure that you get this repaired before you use it again and certainly never leave it unattended on standby.
