You will need convergence work to this unit. Not cheap.(Not recommended for DIY unless already experienced in this type work). Might contact a local servicer experienced with Toshiba & see if they can give you a quote over the phone. Be sure you are sitting.
This is probably a good time to consider entering the 21st century & look at LCD or LED flat screens.

Bad convergence ic's. STK 392-120, best replacement. Or check for bad solder connections in convergence circuit.
From looking at the pictures
Your convergence has failed and needs to be repaired. Once quick test is to goto your convergence menu and see if you can adjust red and blue. If not its has failed and needs to be fixed. You can call in a repair shop or you can get the parts and instructions from www.TvRepairKits.com and do the repair yourself. Its a fairly easy DIY fix.

One of the most common problem with current TV's is heat. Since they tend to get hot, one of the things that goes out a ton is the fuse or power supply. Depending on the TV and the Manufacturer this can be an easy fix, sometimes you don't even have to solder if it's the power board. I bet if your TV does nothing that's the case. Check around online by your make/model and you'll get a pretty good idea of how easy it is to fix.I found a Parts purchase list online, but you'd have to know the part number for the ones that are broken.
