If it has been moved or bumped recently the sound you are hearing is the main HT lead that has been displaced. TGhis is a blasck lead with a rubber disk surround at its end that fits into the picture tube. Do not touch without turning TV Off and using rubber gloves to reinsert.

You need to send your TV Model first, but in general any strange sounds in a TV come from the followings:
1- High ripple in the power supply of the sound card.
2- Bad polarized capacitors in the sound card
3- High noise in the main power supply (SMPS)
4- For CRT tv, weak insulation of the Line Transformer
5- An external source near your TV set which is picked by your TV and amplified.
I've had this happen on a couple of TVs, it's always been from moisture getting into the back of the TV. I've been told by a few techs that the issue is beyond economical repair on older televisions.
Hi there Let's make ur problem a bit clear. "white lines" how? where? meaning retrace lines with full raster or a single vertical line? buzzing sound? without even turning the power switch of the TV to "ON" or when u just plug the power cord? I'll check for schema, mean while can u tell me where the resistor leads to? is it a fusible resistor? if so , to which area the resistor suppliers power? Regards Rifaa
This might not work for you, but Syntax LCD tvs have a similar problem straight out of the box. To fix it, I had to turn the backlight brightness to full brightness, at which point, the buzzing went away. You might give that a try!
