My 19 inch ge tv makes buzzing noise can it be

Have the outlet checked by a qualified electrician. Sounds like either a power issue or ground. You should not get a buzz from an outlet for any reason.
If you plug something else into the outlet does it make the same noise?
If yes, something going on with the power. If not, then the TV power supply might be doing it, but the noise would be behind the TV and not the outlet.

Not safely and not unless you are confident and competent with electronics. I would put the dimming down to a failing display circuit, but the buzzing sounds as though a short is developing. I would take it to a tv repair shop who can advise better and maybe replace or repair the components

First. The whirring or buzzing sound you hear is the Color Wheel and it needs to be replaced. Second, since I do not know when and if the original lamp has been replaced it is a good idea to replaced the lamp. The bad Color Wheel is the one causing the set to shut down.

this is the mains input filter choke try coating with a wood type glue

make sure the screws around the back and on the light access panel are all tight -- it may be the cabinet buzzing.

this is a comon occurance in theis model it is caused be loose laminants in the switching tranformer sometimes it can be fixed by covering it with clear GE silcone

mine does the same exact thing nothing fixes it, it only goes away after the tv warms up

Bad horizontal driver or output transistor/trnsformer. Look for serious service for this set...accordianman
